I’ve seen UA fill their mortar rounds post manufacture too but with the explosives they’re meant to have.
For the ruZZians, this means they have to decommission one type of weapon to commission another. Given this crude method, in effect, both are of greatly reduced effectiveness.

It could be just a logistics problem the shells were delivered, but not the explosive.
If it is that only some shells are empty, it could be a problem with quality control.
It would be easy to weigh the shells and the lighter weight (40-50g was the only I understood from the video) would be seen.
You may have seen the stamps or stickers with “QC passed”.
Well, in the USSR this was “OTK” otdyel tekhnicheskovo kontrolya, Technical control department.
So if you open a radio from Soviet times you are likely find an OTK stamp.
In theory the OTK was working independently in an enterprise.
However colleagues, plan figures and related bonuses …
So in 1986 a governmental organization with the short name “gospriyomka” was founded,
now for doing quality inspections independent from the enterprises.
In 1991, after the collapse of the USSR, “gospriyomka” was abolished.
In the spanish civil war artillery rounds were made in factories operated by POW or forced labour. Some of them made that rounds with no charge inside, and sometimes they enclose handwritten notes in, stating that they dont want to kill spanish brothers.
