I think it’s a forest ranger tower “mežsarga tornis”. It’s used by forest rangers to check for early sings of forest fires. The forest ranger determines the direction of smoke and notifies forest fire service department, afterwards somebody goes and checks whats cooking.
Forest fire towers, some have cameras installed, some towers have people up there
towers to see if there’s any fires as LV is literally filled with forests (where I was from)

It was made for suicidal people.
It’s a hunting tower, hunters can see and kill animals better from there. (jk ofc)
