The reason would be arms race of space which could lead to mass destruction of orbiting satellites and basically lock us on the planet with debris.

To strike Kyiv, you do not need to launch a rocket into orbit. You are doing a normal suborbital launch or atmospheric flight. You don’t reach the first escape velocity, you don’t need a thick thermal shield. You also end up with a lot of fuel, which creates collateral damage.
This is such a hare-brained idea, it must be (as people say in the comments) something that a dumb politician came up because ROCKETS!
