Cant lie, I find it a bit weird to find individuals guilty for a specific incident based on the argument a systemic problem exists, rather than an argument their individual actions in the incident were problematic or inappropriate.
Surely if they committed gross misconduct the IOPC should have to show they individually did something wrong and articulate what exactly that transgression was?

I have so many questions as to how they came to this conclusion. Saying the stop is unjustified is one thing, saying it was actually for this reason instead is something else entirely.
I’ve watched a lot of heinous things police have done on video and that was like not even close to what I’d call gross misconduct.
so basically any time the police stop a black person they can call it racism now? if they were white or asian no same outcry
Stop and search is wrong in general. There should be some element of probable cause or preferably a warrant before any kind of search is conducted. However, by focusing on race, the establishment is able to redirect criticism of it and in doing so inflame racial tensions. As a young black male I’ve been stopped a few times. I agree that it is wrong. But I think it’s wrong for all of you. This case will lead not to stop and search being ended, but to police being afraid to search black people while still searching people of other races. This is wrong. It must be stopped, full stop.
IOPC aren’t fit for purpose. Clearly if a complaint is made the Twitter mob get up in arms calling racism or discrimination, then they are going to chuck the police officer under the bus and do whatever they can to placate the mob.
They are currently doing the same to the police officer who searched the indignant, loud-mouthed, aggressive woman who refused to show her train ticket.
