Nope. The Welsh football team have been benefitting from players developed in England for as long as I can remember. Many aren’t even Welsh.
Sort of, I think so much of Wales sporting development happens outside of the country it’d be nice to have one true system for homegrown stars, it’s good for the nation I think.
I never got why we did this to ourselves as a nation, with that Gatlands Law, it went on too long against the fact that our regional game has just stagnated a fair bit the last decade with a couple of exceptions
