They aren’t even valued as hostages, because it only risks invoking the wrath of the hostage’s home country if something happens to them, and they’re getting their shit pushed in enough with Israel. They’re definitely panicking about the American and Russian hostages they took (the former is on their doorstep now, the latter is one of their biggest allies).

This wasn’t a decision by the Hamas Border Authority to open the border. Egypt and the Israeli military (COGAT) control Rafa border crossing. The Hamas Border Authority has no authority over borders.
Rather Egyptian authorities gave *The General Authority for Crossings and Borders* (Hamas) a document listing the names of foreign nationals it will allow into Egypt. The list of names, which I won’t post for privacy reasons, includes the following countries and organizations:
*Japan, Austria, Bulgaria, the ICRC, Indonesia, NGO, Jordan, Australia, Czech Republic and Finland*
Seems they are going alphabetical by country, so A to J, and the ICRC and NGOs first.
Egypt is also informed Hamas officials that it would accept the transfer of 81 seriously wounded.
