I have no idea about legal matters, but it looks like this may actually start a process that has teeth. Can someone with legal knowledge explain, please?

As an average Joe with no legal knowledge there is one thing I know for sure. As soon as the case is filed in court all those involved will refuse to reply to any questions the media asks them about the hospitals fraud because of the pending case in court!
