GPS-guided bombs have INS backups, which are fairly accurate for many minutes or even hours. So it’s not really a problem. Once you get close enough for the GPS jammer to be a problem, using INS for the terminal phase is pretty trivial.
Some weapons even have home-on-GPS-jam.

What GPS Jammer doing?
Aside from GPS guided munitions storing / caching data which makes them pretty resistant to this sort of thing, GPS Jammers are strong, point sources of transmission that can be locked on like SAM Radar sites. They are also easy to distinguish when they are active, as their transmission signal strength is far, far greater than the satellites in orbit. Once it has been determined that a GPS jammer is on, missiles (and even bombs) can be set to home in on the signal source.
