Vehicle (skoda karoq 1.5 TSI (2019))

Set of aftermarket rims (Borbet V 17) i bought for winter tyres(215/55 R17) has an offset(ET) of 40. However the standard wheels as per TÜV as you see in 1st picture can use only an ET of 43 or 45.

Then I checked the KBA number and ABE of the borbet rims and found that the vehicle is listed in the ABE.(second picture)

Does that mean I can use the wheels with ET 40 without any issue?

    Yes

Just make sure you print out the ABE and put it in your vehicle, in case the cops ask for it. Because 21st century germany.
