**The regulatory change in brief**
First, we must clarify that we are fighting for a sustainable labor market. However, by implementing this change, the Norwegian government has completely ignored the needs of our industry and all international trends.
The new [regulation on staffing companies](https://www.arbeidstilsynet.no/arbeidsforhold/ansettelse/innleie/bemanningsforetak/) comes into force on 1 January 2024. Everyone who hires out labor in Norway is then required by law to be registered and approved as a staffing company. The Norwegian Labor Inspection Authority can supervise and stop the hiring of consultants who are not approved, and fines can be incurred for the hirer (the customer).
As an independent IT consultant, you are then at risk of losing access to existing and new projects, as a limited company with only one employee will not be approved as a staffing company, according to the government’s [supervisor](https://www.regjeringen.no/no/dokumenter/veileder-innleie-av-arbeidskraft/id2987562/?ch=1) .
