>A leaked paper by council umbrella group COSLA reveals the increases under consideration.
It states: “COSLA officers worked swiftly to understand the picture across Scotland for planned increases and are aware that some Councils had planned for rises as high as 10%. A quick survey of Directors of Finance has shown that for 2024/25, most are intending to put Council Tax up by between 5% and 8%. 75% of returns so far are above 5%. Several councils were credibly planning rises of 9-10% and have been implementing savings plans based on this.
“Some councils had indicated that the size of the budget gap may even require them to consider rises far in excess of this.”
So this is basically a question of “How much funding does ScotGov have to provide to freeze Council Tax?”
Jesus, an increase of almost double inflation, that’s gonna go down like a pint of cold sick.
Charge what they want, if people can’t afford to pay they can’t afford to pay, always thought it should be means tested anyway not based on some mad 19 canteen property valuation
The inflation figure for a council is different to RPI/CPI
At this point giving councils an extra 7.5 and capping any rise at 5% seems to be a reasonable compromise
Gosh, if only council tax and land reform had come around years ago to have a more equitable distribution of charges.
So no freeze then? Humza as a genius he is, promised freeze on CT for highest bands that are typically owned by more wealthy part of society (not always) but as a result the cuts caused by this will affect the poorest the most.
His genius is… sometime scary…
Yoons going mad here. Funny.
I’m confused. Reports that councils were looking at rises up to 10% were reported during the COSLA meeting with ScotGov after the announcement. What’s new being reported? I feel like I’m missing something.
Aye right, mines has went up over £115 in the 9 years we’ve lived in this house, won’t be long till it’s nearly as much as my mortgage
Yeah obviously, the councils have no money. This is how the state gets money….. is this really going to be a bombshell for people?
It’s almost like the Record and some commenters operate in an information vacuum.
First – the freezes will involve councils deciding if they want additional funding in exchange for freezing council tax. This is voluntary. If the extra funding doesn’t meet their needs they can decide to raise funds via council tax instead.
Second – when announced it was clearly stated this it to be funded by issues of Scottish bonds. They had just reached final agreement on that which is why it was announced when it was..
I’m a bit confused. What is it that folk actually want?
Do you want councils to be underfunded, increase council tax, or have more tax raising powers to actually reform how taxation works?
Like honestly pick one. I’d much rather have the latter myself.
At some point Humzah will say the word “fairer” and then we will know where the extra tax is coming from.
Squeeze the middle. Class some. More
Im not paying more than my wage increase sorry
Why is council tax paying for luxuries like leisure centres? Surely these should be privatised.
Likewise libraries- we have the whole of the internet at our fingertips on mobile phones, for a few pounds a month.
Privatise or close these fixed costs, and reduce the tax burden on working families
There’s your decade of austerity coupled with the recent mental amounts of inflation over the past three years with 5%+ pay rises.
The money has to come from somewhere.. it certainly hasn’t from central government for long enough, at least not enough of it.
Tried to be the good guys with giving the good wage rises but will claim it back off every cunt in council tax nice one!!

[Councils have been using reserves for day-to-day spending](https://www.thenational.scot/news/uk-news/17714249.almost-scotlands-councils-dip-cash-reserves-year/) since at least 2019 That’s unsustainable.
