Hope whoever was driving is found, named and shamed. What an evil thing to do.
Story makes it out that its a regular occurrence that several dogs are allowed roam along the road. The owners should have the remaining dogs taken off them if they have no interest in keeping them safe and under control, halting site or not. The driver was in the wrong for not stopping to check tags and report it to the gards but the only person to blame for the collision is the owner.
