You should be increasing your weapon production regardless. I think Ukraine would have done this anyway, but the quote makes it appear Kuleba is shirking his responsibility.
I don’t understand, why they didn’t do it right away. After almost 2 years of full scale war they only start to think about making own weapons. Well, what do I know?..
