  13. UNRWA staff are not really like UN staff. UNRWA is basically a patron employer whose budget is almost 100% salaries., to prop up some kind of local economy. Their employees are like council workers and provide public services because their leadership doesn’t/can’t. They constantly are in breach of core UN staff policies and codes of conduct – as an organization and individually.

  26. This is a tragedy. The UN unfortunately has no place in this and will keep taking losses. The fear and anger between sides is simply too old and seems to be once again approaching zenith. It seems nobody is a civilian or peace keeper, even if they are.
