  1. So, without a council tax freeze, he would have raised council tax by 32%?

    When it comes to the CT freeze, I’ve always understood ‘fully funded’ to refer to the equivalent a planned council tax rise would have generated.

    Councillor Hampshire must be tripping! He goes on to say “The funding gap we are now facing next year alone is equivalent to a 32% council tax increase”
