
This ain’t the best picture I received but it should be readable. I don’t know a lot about rules but know how to google. Last year my younger brother’s “kotbazin” already tried to make my brother pay for the wear and tear that was caused over 10’s of years of use on the roof window (velux) and the gutter caused water leaking in. Then I stepped in and told her these costs are hers and hers alone since my brother didn’t break anything. Now I get this picture and how he has to pay yet again another amount. As far as I’m aware (and quick googling on sites like notaris be his rent should include everything (except for water, gas, electrity etc) to make sure students don’t end up with skyhigh costs. So on the picture in my eyes only the bottom costs are legitimate, right? And apparently this already has been a yearly issue.
(My other younger brother never had this issue with his kotbaas back then.)

What does his tenancy agreement say? Is everything included (given normal usage), or is there a stipulation that says that if they use too much, they have to pay for it?
Both are legal options, it all depends on the contract your brother signed.

Indeed not your brother’s obligation to pay, if he did not break the window and it is just wear and tear.

I don’t know about the technicals but that energy price of 0,541 €/kWh is criminal. I currently have a variable contract where on average I pay about 0,140 €/kWh. The highest it’s been during the last 12 months was about 0,330 €/kWh. Either this landlord is ripping off people or (s)he is an idiot that didn’t bother changing a fixed energy contract that started during the energy crisis.
