No, Koeman is the one that oversaw the rise of Araujo, Pedri, Gavi, Balde, Abde, Mingueza, and Nico (he also was giving Ilaix a chance)
Xavi has been using Fermin amd Yamal but originally was very hesitant in using Balde until he was forced to (several times preferred to play Lenglet or Mingueza at LB over him) and then opted in getting rid of Nico in favor of Romeu who is much older and more limited.
