German here: seeing as we already made promises to NATO we won’t be able to keep and seeing how the Zeitenwende completely fizzled out, I think this article is referring to the kind of backbone you have when you run away from a fight. Nothing against our military, I served as well, but they have been screwed over for decades now. We weren’t ready to fight or defend anyone before the Ukraine war and we certainly are not able to do so now, not after giving away what little equipment we had.
It will take years to replace our equipment and our defense contractors can’t exactly switch from stretching their production times to accomodate constantly changing political climates to just in time production. KNDS (they build the Leopard, Panzerhaubitze 2000 and Boxer, among other things) is currently trying to do so, but since politics have changed (AGAIN) over the past year, they are more a provider of repair services for the Ukrainians than a mass producer of military equipment (Der Spiegel just had an interesting article about that: seems that these vehicles are all bespoke, instead of being produced on an assembly line)
