It seems to be commemorating something related to World War Two. However, I have no idea what it could be, since there is also a ‘1966’ on there. Could any of you help me out?

It could be to commemorate Battle for Liepāja. It occurred in 1941 and memorial was created in 1966. https://lv.wikipedia.org/wiki/Kauja_par_Liep%C4%81ju
