Meanwhile, I a foreigner, am learning Ukrainian to be able to better communicate with the locals when I visit there.

Slava Ukraini!
I have been told that someone who knows two languages is called “bilingual”, and someone who knows three languages is “trilingual”. But someone who knows only one language is called “American”, since almost everyone else in the world knows at least two languages.
Apparently, 31% of Ukranians are American. 😉
I kinda feel do not speak any of the above means Russian, no way there arent Ukrainians fluent in Russian, and its a lot of them.
Define ‘civilized world’ and explain the historical implications of said terminology
Part of the reason Putin invaded because he could see that Ukraine was becoming a more educated, diverse, internationally focussed and successful country than Russia, in the same way that Poland did after breaking free of Russia. Putin saw this as a threat that had to be stopped. Rather than trying to lift Russia, he instead tries to drag Russia’s neighbours down into the same gutter.
Does this only count those who are in Ukraine now? I imagine this should be heavily influenced by those who left and need to interact with society in foreign country somehow.
For anyone who wants to participate in this phenomenon, you can volunteer to tutor a Ukrainian in English here: [ENGin](https://www.enginprogram.org/). I’ve been doing it for a couple months and recommend it.
Does russian count as a foreign language ?
