Your nationality does not matter. Depends on the place and amount of people at the time but there is a good chance your stuff would be taken.
Not just Latvia – any European country, or the United States
Really depends. Some might steal them, some might put some effort to attempt to find the owner. Seen few people has left their phones in cafes, I just passed them to waiter.
20 years ago i could also leave phone unatended and nobody would steal it. But it was not a big city. Tiny town with only summer houses.
It depends where and who’s around.
Quite often they would get returned to the cafe personnel as “misplaced”.
