This happens all the time in Prague. There, the bridges/rails have historical value. A random journalist periodically cuts them all off, and a couple of years ago they melted them all down and used the metal (with some crowdfunding) to have a new bell for a local church cast from them.
Edit: So, rewatching the video, I see that the locks weren’t actually melted down to recover the metal for the bell (I thought that sounded a bit odd since I assume the metal needs to be quite pure to be sonorous) but they prompted a crowdfunding campaign for the cost of the bell. I think earlier videos discussed the idea of using the metal from the locks to create a bell, hence my confusion.
