Need help understanding this letter

Hello all,

So for some background I recently gave a theory exam for my driving, which I failed. Then reapplied for the exam again, within the next few days I received this letter but I was out of town for the next few months. And now that I am back also got Mahnung for this. Before I pay for this I wanted to understand what I am paying for. I’d really appreciate if someone could explain the difference topics and is this even normal? Asking if it’s normal because the first time I applied i had to wait months before I got letter to pay and there was deadline to pay for it
