When has it mattered to Putin what Russians want anyway?
Sounds like they should do something about it.

No, as the article says they want putin to start talks.
As is usually the case with these things, the talks would probably include: no EU or NATO ever for Ukraine, Crimea/luhansk/donetsk/zaporizhia recognized as Russian, demilitarization of Ukraine, etc.
And the other half are mobilised.
If there’s no plan to remove all military forces from Ukraine, return of all citizens and land, there’s nothing to talk about.
End the war while retaining the occupied territories or end the war, withdraw forces from Donbas and Crimea, recognize Ukraine as an independent state, recognize war crimes and pay the retribution?

As I understood it; Russians oppose ending the war if it means returning lands that Putin had confirmed belonging to Ukraine (Minsk/Budapest accords).
