That is the connection for an old telephone/intercom system. A similar model has been shown and asked in a German thread:

Looking through the net there are similar designs. Judging by the design it seems to be from the company Siedle, maybe the model AD 312-0 or AD 332-0 – at least google images show the same thing when I search for that.
