Is this a Prank ? If is’nt my idea of the russian people will go of ignoran’t , stupid , miss guided to retard.

I think they did it as a joke to make fun of their government’s lgbt stand.

Oh man, Russians are so stupid. I bet they like wake up and brush their nose instead of their teeth because they’re so dumb. They probably drink coffee using a plate because they don’t know how to use cups. I once met a Russian who was wearing a shoe as a hat because they don’t know the difference over there.

Yeah, the most reliable source about how stupid people from a country are, is the media in the country they are currently at war with.

Apparently what’s going on is that Russians are afraid of using a rainbow symbol on signs, posters, etc. because of its connection to the LGBT movement. And so the Duma made a note that it’s ok to use the rainbow for such purposes and that they won’t get into trouble for it.
Russian anti-LGBT laws are despicable and dumb as fuck, but within that framework this just isn’t a weird thing for the Duma to say.
