I think its recyclable but maybe not throught your local recycling chain because its not able to sort this type of plastic, so you need to throw them to another recycle chain?
Maybe Kleenex collects them all and recycle them themselves?
This ain’t Belgian packaging, so that’s not for here. Anyway, don’t throw your snot and sperm infested tissues with the paper recycling; it will turn it all into paper maché
