Wales has the only shrinking population of 20 to 30 year olds in the UK. The main causes are the lack of career and job opportunities, so the younger generations, with less ties, are jumping over the border. Yet the WG seems determined to make accessing the remaining jobs as awkward and as expensive as possible for those that stay.
My understanding is that they are retained powers so can be called upon only if needed.
