Can the government actually come good on that promise though? I thought social housing is a council issue.
The explanation seems fairly simple. Policy change doesn’t apply retroactively, so any social leasing agreed pre-policy change still exists. The developments sold have leases that are over 2 years old.

Here’s an amazing one for you… the government are renting a bungalow in a rural part of Tipperary from a private owner. The government ask the owner can they upgrade parts of the house to make it more accessible, the owner says sure, go for it, as long as it doesn’t cost me anything. So the government upgrade the house, but its not just some ramps, hand rails, etc. They add new doors, new windows, cooker, new bath rooms, almost an entire remodel. Great for the owner…but it doesn’t stop there, the government automatically starts paying the owner more money per month because the house is accessible. The cherry on top is the house has been mostly vacant since the remodel several years ago.
