Anyways, this is something that’s not done this way anymore, with concern for energy costs. Maybe ask your landlord if they would replace it with a bigger window – there are even some that have better passive Lüftung built-in.
Hotfix for the cold air: Tape over it.
I have the same thing below my window too, mine has a fan inside which can suck air in or out. One time my room’s humidity was around 75%, turning it on for 1 hour could turn the humidity down to 65% but not much afterwards. Although I don’t know which one is consuming more energy: turning on the fan for 1 hr or opening the window for 15 mins and letting all the heated air out the window.
edit: as for the cold air, I have the same problem, when the breeze is too cold I just cover it with cardboard and tape it temporarily.
