The main issue was and still is in Narva, a heavily Russian-majority town at the Russian border, which used to be affected by the spillover of the fentanyl epidemic in Leningrad Oblast. But the cross-border trade and local sales were systematically crushed and the epidemic was thus resolved and you can clearly see that from the dropped rates.
