To be honest after reading it sounds like the person who drew and submitted the plan mislabeled the use of the rooms on the initial plan and for whatever reason didn’t alter it when the council asked – perhaps the message didn’t get though of the applicant didn’t past on a letter or the relationship between applicant and owner broke down.
What is worse I think is saying it will smell like takeaway is a tad racist and dodgy I think.
In short, someone tried to get planning permission for a flat conversion that would have been unsuitable for multiple reasons.
Sadly a very common story – the headline is just to make it sound more over the top ridiculous than just someone being a chancer.
