I’m stumped. There is 40cm snow cover and this is the only place that’s like this.

Probably a polar bear that is hibernating under there. I would advise you to not disturb it any further.
The inside of the earth is warm, not only because of natural radioactivity.
Depends on how the topologi looks like without the snow.
Also whats located around this place?
Is it like in the middle of the forrest or just some spot in a suburb area?
In the later case it could be a district heating leaking in close proxmity which heats up the stone enough to make the snow melt (need alot of more snow and colder temperatures for the snow to not melt).
You will see the similar with telco wells in the city where their metal can be almost clear from both snow and ice.
Dont you have any geigercounter to take a quick measurement?
Using your cellphone camera could work too but only for very “hot” sources (you will then get random white pixels throughout the picture).
Could just be a large piece of stone,, and therefore a large thermal mass that is just a few degrees above freezing
If the temperature dropped suddenly the rock could be above zero for a short while melting the snow without a heat source. Like a reverse hear sink.
Maybe a leak, heating or water?

Could be some window somewhere reflecting sunlight on to that spot.
If the rocks are rich in, for instance, copper or iron it will make it easier for the rock to transfer heat from the ground below. As I’m sure you know the temperature in the earth doesn’t drop below freezing 1-2 meters down unless you live somewhere really cold.
Below that rock is the Swedish Hellmouth, it was covered over some centuries ago.
If the spots grow any bigger and it’s still below freezing then run.
In Sweden we call this bergvärme
