I think this is telling. “Without this, it is very difficult. If you cannot get rid of their total control of the sky, and if they are not blind, they see everything” . Pretty sure he’s talking about satellite surveillance as they don’t have much functional high altitude aeroplane based surveillance. Gotta think the drone coverage is limited. Or perhaps not.
