The government doesn’t fix the price, but the maximum price. They can sell it cheaper if they want.
Wolter is what is called “frei Tankstell” or independant gas station, to be able to compete with large station chains, they have certain benefits that Esso etc. don’t have. Beverages are also cheaper.
