    But if Russia does **not** give survivors benefits to the families of killed soldiers, that will be reported as Russia is going bankrupt any day now. Conclusion is Russia is collapsing.

    So no matter whether Russia provides benefits to the families of killed soldiers, the conclusion must be something negative about Russia. Is that it?
