It’s more about differences in basic pleasantries and how much exactly does each country’s population and leadership care to believe in the ‘civilised west’ image or project it convincingly in spite of evidence to the contrary.
Which is not necessarily bad, because ‘fake it till you make it’ is an actual thing/phenomenon
But in short I would describe the differences as same backend different frontend.
