Last year it was making a lot of noise so the plumber came and said there is not enough water in the system, as the arrow should be in the green. Looks like it again. Am I tripping or is this an issue? Can I just add the water myself or don’t touch it?

Pressure is too low.
To low. Must be in middle green.
I am not an expert, but I have the same unit at home and used to have trouble with the pressure due to a defective pressure compensating tank in my heating system. It was running full and I regularly had to refill the system because the heater was constantly in error and I had no heat or hot water at all. The first time I had to call a technician, because I had no idea how to refill water. The technician then showed me what adapters I need to connect a garden hose to my faucet and the other end of one of the radiatiors (preferrably the one located closest to your sink). I very carefully filled up water until the pressure was in the green again. Overfilling may be a problem, because while topping up water is quite easy, getting excess water out of the system is quite a mess.
But if it is working fine, there is currently no need to do anything just because the indicator shows the pressure a little on the low side. In this case I would wait for you annual maintenance check and let the technician refill it.
To be on the safe side you could try to find the right adapters and a piece of garden hose so you are ready in case your heater does stop working, because in my case it happened on Dec. 25th, of course. The technician was a little sour he had to come out for something as trivial, in his eyes, as refilling water in the radiators. That also why he showed me how to do it myself the next time.
I have to refill mine at the beginning of every heating season, and by the looks of it, so do you.
