I reckon the purpose of this article is to make up part of a campaign of coercion against the Ukrainian government and make them fall into line behind US political interests.
Depending on the background, this could be to help quell seditious unrest in certain Ukrainian government quarters which might be exhibiting pro Russian sentiment (why would they though), or somewhat more likely the US exercising its political muscle to remind the Ukrainian government to not get ideas too far above their station (as the Americans might see it).

If the White House runs out of money for Ukraine it’s because they choose to run out of money for Ukraine. And every European leader should see that as well.
