This is *exactly* the reason that a carbon tax in Western nations is necessary. It provides the international trade mechanism for imposing carbon tariffs of other countries, such as Saudi Arabia and (many) others.
Of course, the oil industry knows this, which is why it pulls out all the stops to get the populations of Western nations to avoid carbon taxes for any and all reasons. The oil industry in your nation likely has [captured](https://en.wikipedia.org/wiki/Regulatory_capture) at least one of your main political parties.

This is the flaw in the unanimity approach to the decision making mode of the COP declarations.
Good thing much of the actual work gets done by coalitions focused on cooperative change (like PPCA).
