VAT at Cars

Good night, I have 2 cars in my country. Although these cars are not of good qualit but, they are expensive cars due to high taxes. I want to sell them and buy a car in Poland. Therefore, I am looking for a car from the otomoto site. But there is something I don’t understand and I want to ask you about it. You can look at the links below. They all say 23% VAT. So do I have to add the 23% VAT price on top of the advert price? What exactly is the brutto price?
