I am somewhat surprised that the iPads didn’t have some hospital identifier etched in (either from Apple or done after the fact), even if then defaced it would make the entire lot more dubious.
This has to be some form of inside job given that you would need to know the iCloud password to remove it from the cloud to sell on otherwise it nothing more then a expensive paper weight

Someone stole stuff including a defibrillator from a hospital last year. Parents paid for a good solicitors and they only got community service.
If they get activation locked, which they likely will, they’re worthless. Nicking Apple products is pretty pointless. My wife used to work for them and they can remotely brick them, new or not.
