What does this mean? I’m so confused. I thought it means the no parking sign only applied for the below time at least but I was dead wrong.

It is the other way round. The times below are exceptions to the sign on top. No parking except at those times.
The times listed below a traffic sign tell you when you need to follow the sign.
Outside of those times it is as if the sign didn’t exist
Taxi stop, for picking up (and dropping off) customers. Reserved for Taxis between 18 PM to 5 AM.
If i remember right u cant park there between 18-05. And also the normal 18-05 is for weekdays, (18-05) for saturdays and the red one for sundays. Not sure but that is how i remember it😂
No parking allowed (above-most sign).
No parking allowed except for taxis (middle sign).
Additional panel clarifying the sign directly above it (bottom sign). It states the times when it’s OK for taxis to park.
Taxis can park there on the mentioned times. Others can’t park at all.
So no parking. Then there are exceptions for taxis only and the time these exceptions are valid. The times have nothing to do with no parking sign.
