From 71.2% to 27.5% was a huge change. But even this 27.5% figure might be fake by CCP.

Looks like out of the dozen or so reposts of this story that have been spammed, OP chose the one with headline that came out on top.
There can be no democracy if you are not allowed to vote “No”, no one, effectively banning all nominees from participating in elections for X years.
There can be no democracy if there are political nominees; the nominees should be randomly selected from the people, hence the demos in democracy, hence the importance of being able to vote “No”.
There can be no democracy if the mandate duration is not correlated with voter turnout and/or “No” vote: 30% vote? you get only 1.2 years of mandate, not 4.
There can be no democracy if at the end of the mandate there isn’t a second vote to account for the decisions of the leader during the mandate, failing to win this check vote leading the leader to prison time: all leaders are guilty just by the fact of being leaders.
Why should anyone bother showing up for the CCP’s Potemkin election?
