Mysterious white “webs” all over trees, bushes, structures in park – what causes it?

I was out and see these white webs all over the place, even hanging down in strands from trees, also on bushes near ground. It’s December so what’s making these webs? Spiders? I’ve never seen anything like it. I’m close to Munich
