I’m in Poland for work, and I’ve noticed these covers/shields/hats over the toilet paper. I’ve never seen anything like this before (I’m from the USA and this is my first foreign country so there is that) and cannot fathom why they are there. Actually cut my hand on the metal one early one morning. Is it a legal thing, cultural thing, or…?
