I have no idea how to take this. It is a serious breach of security for Russian intelligence to plant these devices. Or they were not planted by Russia at all and belong to some internal faction. Or the SBU is making the military command look bad for some reason. Any of these reasons is concerning.
And why even report it? Makes the third option look more likely than anything else as the info came from the SBU.
