  1. Now, is Russian Intelligence deft enough to have left these devices to be found, hoping that the search will tail off or stop before coming to devices placed further downline and under better concealment.

  2. This is concerning particularly because it shows someone has access to those offices who may be working or helping the enemy.

    When a bug was first discovered by the Ukrainian authorities they said the bug was non-functional, but it does not explain if this was always the case and how long it had been there. Subsequently, more listening devices were located, but report does not say if those too were non-functional.

  4. I have no idea how to take this. It is a serious breach of security for Russian intelligence to plant these devices. Or they were not planted by Russia at all and belong to some internal faction. Or the SBU is making the military command look bad for some reason. Any of these reasons is concerning.

    And why even report it? Makes the third option look more likely than anything else as the info came from the SBU.
