Margins are very thin in beer. If anything, off licence owners in Ireland (republic) are gonna see a bigger raise in profits than anyone else.
We’ve had it in Scotland for some time now, this wasn’t actually a noticeable problem (i.e. folk running across the border to get cheaper drink), though there were plenty of scare stories ran about it.
