As a potential alternative, try
“Milka Dark Milk Nougat Creme”
“Milka Noisette”
“Ritter Sport Nougat”.
Those should be way easier to find in the USA and will have a very similar texture and flavour profile. There used to be a Milka bar that was extremely close to the Alnatura bar you posted, but it seems to be discontinued. I cannot find it on the Milka website
You get them in brick and mortar shops in Germany, and they can also be ordered online e.g. here:

However this shop explicitly states that they ship only to Germany and Austria. “We can’t offer shipping to other countries for logistic reasons at this time”. I also don’t know about import rules for the US.
I think the best bet to get this to the US would be to have someone in the US military buy them here and maybe ship them to the USA via some military transport ways… I think the US soldiers in Germany have ways to deal with stuff like this.
