Looking at their accounts:
Net reserves 2021: £0.8bn
Net reserves 2023: £1.2bn
Hmmm… looks like they are quite rich…
Let’s look at spending. They are £8m in the red. Let’s see why…
1) £1.5 million overspend on parking due to lower than *targetted* fining of motorists. So 20% of the overspend is because they couldn’t find enough people to fine.
2) £1.3 million Overspent on highways due to lower than anticipated funded work coming from TFL. So despite having less work from the Labour run London mayor, they chose to keep their employees to create an overspend.
3) Half a million overspend on legal costs as part of a public enquiry. No further details on what this is.
4) £600k overspend on housing due to 3 contractual negotiations falling through. The council specifically states the drying up of the private rental sector is a material impact to increased spending. All you that hate private landlords… you cost the council money.
5) Private social care over spent by £1.6 million due to private care groups leaving the business. Any change to business tax anyone can think of that could have caused this??
6) Children’s services overspent by £4.6m
– Cost to home looked after children increased. Doesn’t say why. We’re there more children or did the cost per child increase. Doesn’t say.
– SEN transport overspent by £1.8m. Doesn’t say why, but given the experience from Birmingham where dodgy contracts were offered out to mates for SEN transport would suggest this needs a bit of scrutiny.
– Catering overspent by £0.3m due to inflation.
So looks like we have a mixture of poor resource management, lack of public to fine, poor contract negotiations, impact from higher tax burden on businesses, inflation, and some genuine overspend.
None of that I would lay at the door of central government except the corporation tax.
Since 2010 some councils have had 80% cuts to their budgets by government. When councils are legally obliged to offer adult and child social care, things like schools, roads, parks etc can do one. 80% of council budgets go on social care so they’re massively restricted on what they can do. The Govt basically forced them to sell off buildings on the cheap & take massive commercial risks to try to bump up their income.
Add to that people who have no idea how councils work & think that EVERYTHING that a council does should revolve around them and you have a nightmare. There’s one council that I know of but can’t name that got stitched up by its own middle class boomer residents into keeping their asbestos & concrete cancer affected council offices even though they wanted to knock them down because “it’s the last example of some brutalist shit architecture” and got the fucker listed.

People keep voting in the Tory parties who have siphoned the tax we pay to their cronies and chums instead of those taxes going back to the services and support that we desperately need.

Yes councils have been short changed, but also, they have wasted millions upon millions with their stupid ideas.
There are only two answers to why government is so bad, stupidity or corruption. Neither acceptable.
